These are paid to the mobile operator and the timestamp provider. Your plan includes a monthly amount; beyond it, credits are used.
New envelopes use your credits. Without credits you cannot start new envelopes until the end of the month; signatures in progress are not affected. We e-mail you at 80% and when it runs out.
